Steps to reproduce

1. Create the new user group.
2. Create the new user within the new group.
3. Create the new role, assign to it group created in the previous step.
4. Add all content permissions (*select every single one, don't use content/all permission).
5. Add user/login and section/view permissions to be able to log in and see content.
6. As administrator add content translations.
7. Log in as a new user created in step 2.
8. Try to remove translation.

Result
You won't be able to remove content.
