Given that there is a "Status" column in the "Content item(s) using this URL"
table, I'd expect other items that "Published" to be displayed there. I haven't seen any requirement about the displayed Content Statuses, this issue might be invalid.

Steps to reproduce:
1. Create a new Content Object with RichText fieldtype
2. Add new link in that Content Object
3. Choose "Save draft"

Expected:
Link is visible in Link manager

Actual:
Link is not visible in Link manager
