Description
As an Editor, if I create a new version from the already published version, I expect to be able to immediately publish a new version successfully if I haven't changed anything. However, currently, I may be prevented to do that, because, for example, internal links may no longer be valid (EZP-28174), so the new version will not pass the validation. There are cases though when I would prefer to skip this validation, so I can publish a new version without going through validation errors for Fields that I wasn't changing in any way.
This feature should probably be optional since sometimes it is more important to validate the data integrity.
The above also applies to publishing content via PHP API.
