Right now CI tests run using behat environment (behat tests and REST functional tests) are not passing.

This affects mostly tests run by CI on dependent packages for branches and PRs, but also concerns running these tests directly on ezplatform:2.0

It blocks merging ezpublish-kernel 7.0 into master but also blocks running behat tests from/by other dependent packages, so can be handled at once.

Goal of this is to move most logic to meta-repository scripts, so scripts in dependent packages are as simple as possible.

For ezpublish-kernel the goal and scope is to make REST tests passing and see behat tests executed (even with errors).
