The following seesm to be broken when using Varnish:

• X-Location-Id headers are not trnsformed to xkey headers so reponses from for instace REST is not tagged
• Purge is not done, as in purge client is hardcoded to locale (symfony cache) and does not detect if config has been setup for varnish
