If there is an existing CT Update Draft structure in the system, the current API does not allow to go forward with deleting it - it seems that the only possible thing to do is load it, update it an publish it, which seems not the best choice in many cases.

The API also makes it impossible, even for admin accounts, to load CT Drafts created by other accounts.

What I'd like to have are API calls that allow admins to do maintenance of existing CT drafts by being able to load and remove them.
