Add support for drafts in content forms. It was prototyped in https://github.com/ezsystems/repository-forms/pull/111 during the v2 prototypes.

The createWithoutDraft controller action created for UGC support maps a ContentType to a Form. A new action must be added, that maps a Content with a draft as the loaded Version.

The form should allow to save the draft.
