Package for php-memcached for PHP 7.0 just got releases (as of writing version 3.0.1), so it is now possible to do a cluster certification with PHP 7. and memcached.

This can be either done on Ubuntu 16.04, or RHEL with PHP 7.0 from RHCEL 2.3 that came out last fall.

As for eZ Platform version, first and foremost 1.7 LTS with latests packages.

If needed we can change doc to reflect this before certification, but idea was do do that after a round of certification.
