Both when we need to support auto save, and when api calls creates a new draft based on existing version, data might be invalid but should still be allowed to be stored.

Examples includes:

• invalid relations
• outdated links
• format issues (more relevant for autosave)

Another reason for making this change is UX when system detects that relations are invalid, making sure editor is made aware of this as opposed to silently removing them.
