If publishing of URL alias reuses NOP row while autogenerated alias for the Location already exists, NOP row will be re-linked to the autogenerated alias ID, causing children elements of the NOP row to lose parent-link hierarchy.

This behavior is also present in Legacy Stack implementation.
It should be fixable by re-parenting custom alias children rows of the NOP element to the new link/ID.
