REST behat features have a format option set at suite level.

If it was instead / in addition a runtime option, either using an environment variable, or a behat option, we could separate simplify usage. You could run the features using XML, JSON, or both, by executing the command twice with a different option.

CI could be set to use JSON for the full suite, maybe with a simple sanity check on XML.
