Once we are on Symfony 3.x we can take advantage of the built in Workflow Component to generalize how people can define content workflows and adopt UI to use this.

• tie ins to content model (rules) and user model (reviewers/approvers)
• be able to express flex workflow
• technically: reuse solid third party workflow component
