Steps to Reproduce

1) Create one content type with a textline (or textblock) fieldtype, where:
Maximum length = 4
Default value = This is a test
2) Save the content type

The content type is saved without any warning or error. It shouldn't.

But if we edit and save the content type again, then the validation is triggered. So this lack of validation seems to be on the creation process. Not on the update.
