For continuous deployment workflows using Docker/Platform.sh/Heroku/.., build (generating config/code) is a separate step from install (inserting data, demo or own db dump).

Reason for this is that the code once built should be read only.
Given we don't really use this configuration functionality right now, we can remove it and cover the needs differently in the future.
