Steps to reproduce:

1. Go to Admin panel > Languages > Create a new language
2. Input

Name: Norsk
Language-code: nor-NO
Enabled: Check

3. Go to Content > Content structure and click "Translations" in the right column. Click New Translation. The modal box which appears says "Select a language for your new translation:" but there are new items to select for in the empty, white box below.
