When creating or editing content on Platform UI some tooltips show up static below the Labels column (left), whereas the rest show up when typing on input fields (see screenshot)
These RichText fields tooltips should have the same behavior as TextLine boxes.
Apply the same behavior as TextLine input boxes in order to have a unified UI.
