The user is not able to move blocks of content within the rich text field aka online editor.

The desired interaction is that when the user's cursor hovers over the dotted border of a selected content block, the pointer cursor changes to a "move" cursor (4-way directional arrow)

Then, when the user clicks on the dotted border of the selected content block, they are able to click + drag to move the block above or below other blocks.
