In line 55, updated in this commit, we have

1. Defaults to 0 if omitted, unless ENVIRONMENT is set to: "dev"; supported on 5.2 and higher
   SetEnv USE_DEBUGGING %USE-DEBUGGING%

Imho, this line should be commented by default, since the objective for final users, in most cases, is to use "prod" environment.
Also, for coherence reasons, since it is commented on NGIX vhost.
