Repository services currently checks authorization against module / function policies (with optional limitations), but there is no way to list them all.

Auto-discovery of available policies + limitations is needed to be able to edit policies in PlatformUI.
Idea is to make it possible for a bundle to expose a collection of available policies (i.e. combinations of module/functions + optional limitations), like it was possible in legacy within module.php.
