Enrich Policy limitations view with links and human readable names

    Description

      The role and policy limitations limitation values are currently shown as IDs. They should be human readable (e.g. name rather than ID) and should be clickable (linked to the resource in question).

      This story depends on changes to kernel, and should not be started before we have resources in repository team to handle the api changes properly.
