Logic for targeting single translation per content across multiple cores and with document per translation needs to be extracted out of the gateway, into a dedicated service.

Having it dispatchable should enable implementation of alternative filtering strategies (language boosting + grouping was suggested).

Additionally, we should use our own query API and visiting instead of writing Solr query strings directly.
