When defining settings for image variations, under liip_imagine block,
these are not applied to existing image variations.

For example, for the following ezpublish.yml config:

liip_imagine:
    driver: imagick
    filter_sets:
        campaign:
            jpeg_quality: 50

The existing "campaign" image variation will not have the option(s) applied.
