Not possible to run setup wizard through varnish

      Hi

      It seems impossible to run the setup wizard when using vagrant.
      You'll get a cyclic redirect to /_fos_user_context_hash

      AFAIK, _fos_user needs db accesses, which is not available during SW

      Tested on 5.4.0 final builds
