After applying EZP-23486, you will see the website toolbar won't work as expected and won't display all the buttons.

Steps to Reproduce

• Set one siteaccess to legacy_mode=true
• Open that siteaccess in the frontend and try to edit an article
• Preview it
• Look at the toolbar and confirm it will be different and will have missing buttons when compared to symfony
