Allow setting section and state during creation of new object

      Description

      Editors needs to be able to set section and state before publishing object, this was removed in 5.0 as it also enabled people to change section and state after object is published, which is logically wrong as it affects the object directly even if draft is discarded, in the case of section it also affects all children objects.

          While attempting to reproduce this, I noticed that, with the fix applied, the options to set the section and state of the object appear as they should, but by actually setting the section, for instance, I get the following in apache logs:

          PHP Notice: Undefined variable: selectedSection in /var/www/ezpublish54/ezpublish_legacy/kernel/classes/ezsection.php on line 213, referer: http://ezp54.rui/ezdemo_site_admin/content/edit/69/1

          PHP Fatal error: Call to a member function attribute() on a non-object in /var/www/ezpublish54/ezpublish_legacy/kernel/classes/ezsection.php on line 213, referer: http://ezp54.rui/ezdemo_site_admin/content/edit/69/1

          whereas I get the following on the browser:

          503 Service UnavailableFatal error: The web server did not finish its request
          Contact website owner with current url and info on what you did, and owner will be able to debug the issue further (by enabling 'display_errors' in php.ini).

          Happened both on master and 5.3.3.

          When i publish a draft of an object, i can change the section/state if I edit it again. But if the object is published, when i edit it again, the section/state dropdowns are disabled and cannot be updated again within the object edition. Is this intended?

          Edit: in today's meeting, was said that this is intended because of versions. Being so, the implementation if verified as being ok.
