If you add a folder B in the root level and a folder A inside folder B. Finally add a second location to folder A (root level).
You'll notice that the order presented is B A, when actually it should be A B. The ordered used used is the default one "Name","Ascending"

Steps:

-> add a folder B in the root level
-> add a folder A inside folder B
-> add a location for folder A in the root level

Access frontpage, you'll notice the order is B A, instead of A B
