5.x cache:clear console command currently clears both the Symfony and Legacy caches. This means that if you make changes to a Symfony bundle, or yml setting, we are forced to clear all caches.

The legacy cache clear script allows us to target specific caches.
This kind of functionality should be possible on the 5.x cache:clear command.
