Replace X-Location-Id with http-cache multi-tagging

    Description

      Currently eZ Publish only allows to attach a Symfony Response to a LocationId, via X-Location-Id Http response header.
      One need to be able to attach any kind of cache tags to Responses, using the xkey header.

      In order to be more flexible on this feature, these new HTTP cache features should be implemented in an external package that will at some point replace the 6.x kernel http cache handling.
