In most cases, it is better to disable a user account than to delete a user account. Disabling a user account prevents the user from logging in, but does not remove the user's association with content that she wrote...
This text does not make clear to the user the dangers of removing an user, instead disabling it. This procedure, as can be seen in EZP-22372, can have complex side effects and should be avoided.
I think this text should be changed to emphasize the removal of an user should be avoided.
