To be able to better understand our needs for a setup wizard for eZ Publish Next, prototype a new setup wizard completely on top of Symfony.

Idea would be to use WebConfigurator from SensioDistributionBundle.
Being a service, sensio_distribution.webconfigurator can be added additional steps. Steps could be stored either in a dedicated bundle, or in Core/Legacy bundle.

Setup steps would need to be sufficiently abstracted to allow a CLI implementation of the wizard.
