Description
When creating a user via the Public Api's UserService the (legacy) Setting RequireUniqueEmail from site.ini is ignored (there is simply no code for checking for duplicate email addresses).
Therefore whenever creating users in eZ Publish 5 (also as in my case via REST Api v2) there's no check if a user with that email address already exists.
For now i can do this check on my own, but this should be implemented.
