Description
When I open Admin interface, and Content Structure, I don't get the elements and it returns Error.
If I open ezpublish_legacy/var/log/error.log I have the following

After investigation I found out that this is due to the fact that this error is also present if system function is disabled in php.ini, I believe the warning should be more explicit.
