      Description

      I can't remember which eZ Publish 4.x release introduced the following constant

      EZP_INI_FILEMTIME_CHECK.

      Nevermind this constant defined in config.php allows to stop checking the file mtime of ini files.

      I think it would be benefic if we could do the same for templates. Every time a template needs to be loaded, the code does a filemtime to check the modification time in order to compile once again the template.

      We could define a constant named EZP_TEMPLATE_FILEMTIME_CHECK in order to stop checking filemtime.
