Steps to reproduce

From admin backend:
1) select the admin backend (e.g.: ezflow_site_admin)
2) check the "Quick settings" > "Debug output"
3) click the "Set" button
4) clear all cache
5) repeat steps 2) -> 4) as much as you want
6) realize that debug output is never shown (and the corresponding box always comes unchecked)
