Currently this file says you should place your env common settings here, but the file is part of the distribution and will be overwritten on upgrade.

So:

• Make generator create this if not already there (argument to overwrite?)
• remove from git and remove import from ezpublish_setup.yml
• make sure Setup Wizard still works
