log size declared in config.php fails to apply

    Description

      related to public issue #14714:

      when defining 'EZPUBLISH_LOG_MAX_FILE_SIZE' in config.php, sometimes the log file increases a lot beyond the defined limit.

      to test, set up the log size to 4k, the number of log files to 10, turn on sql debug, clear caches, and watch the logs while reloading a page. a lot of the log files generated will grow well beyond the 4k limit specified.
