The re-captcha is getting the default browser language instead of the setting in ezcomments.ini

If i change the ezcomments.ini.append.php in setting/override

Steps to reproduce

1. Install/activate the ezcomments extension
2. Change the settings of the ezcomments.ini.append.php as described on top
2. Create an article with comments
3. Create an member user
4. Give members comment/add, comment/read permissions
5. Login as member and verify the recaptcha block
