If you use

{set scope=global...}

inside the template override for embed object (let's say override/templates/embed/image.tpl), it won't work, the variable value won't be set in global namespace.
But if you use it with

{set-block scope=global...}

then it works.

This is a pretty serious error, since

{set-block}

cannot be used to set array values.
