Cannot use workflow events with the user_activation operation

      Description

      If you enable the user_activation operation in workflow.ini with [OperationSettings]AvailableOperationList[]=user_activation, then the registration operation will enter in an infinite loop (even if you do not connect any workflows on the pre/post trigger)

      I can't figure out why when the user/register operation is re-executed in user/activate.php (called when someone click the activation link), the operation resets and start resending the activation email + disabling the account (which was just activated by the user... )

          The reason of using user/register operation(ref: "I can't figure out why") is because it's designed that user/register has several steps: sendActivationEmail, checkActivation, publishUserContentObject, sendUserNotification, etc. After the first invoking the user register will be halted, until activate to invoke again which will publish the object.

          To summarize: user/register was invoked several times but each invoking runs different steps of user/register returns a new status.

          This change is done in 4.5
