If a policy contains object states limitation, it is not applied in notification sending.

Steps to reproduce

• Create object state group S.
• create states on state group S.
• set up several policies to allow read access on contents based on content state limitation S.
• add notification to all contents to user A
  -create a content that user A can't access due to state limitation.

Result:
User A can't access content
User A receive a notification email for created content (this is wrong)
