Search for $useCache in eZUser, these are left overs from pre 4.4, and shouldn't be needed anymore on 4.4+.
Instead of checking user id it can check some setting to see if cache is enabled like in accessArray().

Functions affected: roleIDList(), limitValueList() and groups().

Effect is that cache on these functions are not used when your fetching other user object then your own.
