Siteaccess specific file.ini.append.php is not used

    Description

      When you have a file.ini.append.php in setting/<siteaccess> and remove the settings/override/file.ini.append.php, you cannot get the value of file.ini.

      One specific case is that if you want to use cluster for some siteacesses.
