When registering with an empty password, validation error displays "The passwords do not match."

    Description

      When you register or create a user, and leave the password field empty (and "GeneratePasswordIfEmpty=false"), then the validation error displays "The passwords do not match" when it should actually display "Password required" or something similar.

      Steps to reproduce

      1. Set GeneratePasswordIfEmpty=false in site.ini
      2. Register a user, leaving the password field empty
