There is no 'content/datatype/view/ezxmltags/quote.tpl' template in 'standard' design. But some predefined siteaccesses contain overriding section for this template inside their 'override.ini.append.php'. For example 'base' siteaccess, and siteaccesses created by setup-wizard and based on 'ezwebin' package.

Steps to reproduce

1. Create site using setup-wizard and based on 'ezwebin' package.
2. Turn off ViewCaching (in your newly created admin siteaccess or globally, by putting these lines into appropriate 'site.ini.append.php'):

ViewCaching=disabled
3. Check that your debug output must be turn on.
4. Go to admin interface of your newly created site.
