When using an extension with ActiveAccessExtensions in site.ini, the DebugSettings in extension/EXT/settings/site.ini are not used. The reason for this is that DebugSettings are read early in the index.php file, before extension settings are checked. The other settings in this file are used as normal.

Steps to reproduce

Background: I have a project with eight different translation siteaccesses. When changing any ini settings in this project they must be changed in eight different files.

To avoid this problem I set up an extension containing only the translation siteaccess ini settings, and included this extension in the different siteaccesses with ActiveAccessExtensions.

This works well, except that a few settings are not read from the extension settings, and must be included in the siteaccess settings.
