If root location in siteaccess is set to other location than `home` preview and edit shows different top menu in reviewing landing page.

Prereq.:
Add root location to `fr` siteaccess. In app/ezplatform.yml add:

Steps to reproduce:
1. Go to studio and switch to 'fr' siteaccess (you should see 'places & tasted' as 'home')
2. Check top menu for demo (attachment: preview.png)
3. Go to edit and send for review
4. Wait for notification and click for reviewing this content
5. Check top menu for demo (attachment: edit.png)
