If root location in siteaccess is set to other location than `home` preview and edit shows different top menu.

Prereq.:
Add root location to `fr` siteaccess. In app/ezplatform.yml add:

Steps to reproduce:
1. Go to studio and switch to 'fr' siteaccess (you should see 'places & tasted' as 'home')
2. Check top menu for demo (attachment: preview.png)
3. Go to edit
4. Check top menu for demo (attachment: edit.png)

Actual: Preview and edit shows different top menu
