Steps to reproduce:
1. Log in as a user different than Administrator User,
2. Go to PlatformUI,
3. Choose Places & Tastes/Places/Brooklyn content,
4. Edit the content,
5. Send to review to Administrator User,
6. Notice the error message in the notification bar at the bottom,
7. Sending to review failed.
