Error which occurs when editor tries to publish blog post outside of blog is too general.

Preconditions: Logged in user has limited privileges (e.g. yura, anil,jessica).

Steps:
1. Log in as e.g. jessica.
2. Go to Page / Siteaccess: site.
3. Click Create.
4. Click Content.
5. Choose Blog post.
6. Fill in Title, Intro, Body.
7. Click Publish.
Actual: Error message appears: "An error occurred while publishing the draft".
Expected: Error message includes a hint about the reason - user trying to create blog post outside of a blog.

Remarks: If after step 2. user enters the "Blog" page error won't occur.
Also it does not occur with admin user.
