Using mouse scroll on the Notification form causes the side menus to appear.

Precondition: Logged in user has got several notifications with requests for review.

Steps:
1. Click on the user profile area and open the notifications form.
2. Expand all the descriptions so that the vertical scrollbar appears.
3. Place the mouse on the edge of the from (left, right or top ) and scroll using mouse wheel.
Issue: The side menus (action bars) start to cover the pop-up form (see attached).
